In World War II Casablanka, Blanka, exiled islander lunatic and former freedom fighter, runs the most popular nightspot in town. The cynical lone wolf Blanka comes into the possession of two valuable lumps of poundcake. When Nazi Major Bison arrives in Casablanka, the sycophantic police Captain Chun-Li does what she can to please him, including detaining Czech underground leader The Red Cyclone. Much to Blanka's surprise, Zangief arrives with Rufus, Blanka's one time love. Blanka is very bitter towards Rufus, who ran out on him in Paris, but when he learns he had good reason to, they plan to run off together again using the lumps of poundcake. Well, that was their original plan....
